It seems the United States Government cannot get rid of money it doesn't have fast enough! Apparently, according to Under Secretary of State Chris Burns, the U.S. will make a significant pledge (that is political code word for, WERE GOING TO PAY FOR IT) toward the reconstruction of Lebanon (will we do it next time Israel and Hezbollah go at it?). The French are supposed to help chair a conference in which major countries will try to get money together to rebuild Lebanon, go here for the whole story.
